The industrial policy also stipulates that foreign steel companies entering must meet the requirement of producing over 10 million tons of general steel or 1 million tons of special steel annually. And it is stipulated that foreign investors cannot hold controlling stakes when cooperating with Chinese investors. All of this is to ensure the development of the steel industry and the important supporting role of China's steel industry in the country's economic development.
